He's drunk for most of the game, and constantly haunted by his own decisions. Max is tormented, and feels he deserves to wallow in his torment. Max Payne 3 was unique in its own right, as it basically was heavily inspired by Brazilian cinema, Elite Squad to be exact. The story of Max Payne is front and center. I feel like people would've been a little disappointed had Max Payne 3 was set in New York City again because it was already done 2 times already.
